Abstract

Two different monetary policy strategies implemented in Turkey during the 2000s were exchange rate managing and inflation targeting. While the feasibility and effectiveness of these policies were controversial and debated among the economists and policymakers, two major economic crises took place during this period in 2001 and 2008. Monetary policy underwent radical transformations by the 2001 financial crisis mainly due to internal shocks and the 2008 financial crisis related to external shocks in Turkey. However, CBRT seems to be ineffective in managing the fluctuations and the crises in the Turkish economy. The increasing frequency of shocks in relatively small open economies like Turkey renders monetary economies inefficient due to external dependency and capital inflows. Therefore, monetary policy in Turkey is not an instrument of prevention against economic shocks; instead, it is more of a response to shocks.
