Abstract

This study aims to examine the factors shaping perceptions of fear of crime and safety among migrants of Turkish origin living in Amsterdam. The study is based on qualitative fieldwork conducted in Amsterdam between January and May 2025, following an ethnographic research design. Semi- structured interviews were conducted with a total of 39 participants, including 22 men and 17 women, and the data were analyzed using thematic analysis. In addition, field observations conducted within Turkish-origin civil society organizations and in areas with high concentrations of the Turkish-origin population were used to contextualize the interview data. The findings indicate that participants’ perceptions of safety in Amsterdam are shaped not solely by the perceived likelihood of victimization, but also by the physical and social characteristics of the environment, freedom of movement in public spaces, social networks, and comparisons between Türkiye and the Netherlands. While a substantial proportion of participants generally perceived Amsterdam as a safe city, they reported greater caution in relation to particular neighborhoods, places, and times of day. In women participants’ accounts, comparisons with Türkiye and the freedom to move alone at night were particularly salient, whereas men’s accounts more prominently reflected perceptions of risk associated with specific areas and ethnic groups. Experiences of discrimination were found to be associated less directly with fear of crime than with perceptions of equality, justice, social acceptance, and belonging. Although direct contact with the police was limited, participants’ evaluations of the police were found to be based not only on personal experiences but also on experiences conveyed through social networks and perceptions of how institutions respond to and follow up on incidents. Overall, the study demonstrates that the safety experiences of migrants of Turkish origin extend beyond perceptions of crime risk, at the intersection of interrelated yet analytically distinct dimensions, including belonging, social relationships, discrimination, freedom of movement, and institutional trust.
