Abstract

The Türkiye Century Maarif Model (TCMM) positions social-emotional learning (SEL) skills as a cross-curricular component that permeates the curriculum and is expected to develop spirally from preschool through upper secondary education. This study aims to examine the SEL skills defined in the TCMM in light of current national and international literature and to evaluate their developmental and educational significance, particularly for preschool and primary school years. Designed as a narrative review and document-based theoretical evaluation, the study uses the TCMM Common Text of Curricula and the Ministry of National Education's official SEL Skills webpage as primary policy sources, while drawing on the CASEL and OECD frameworks, meta-analyses, systematic reviews, and recent Turkish studies. The analysis is organized around the TCMM's three-component structure. Self skills comprise self-awareness, self-regulation, and self-reflection; social life skills comprise communication, collaboration, and social awareness; and shared/integrated skills comprise adaptation, flexibility, and responsible decision-making. The reviewed evidence suggests that this structure provides a holistic framework connecting personal and interpersonal development. However, its educational potential depends on balanced representation of skills across curricula, explicit opportunities for practice, teacher competence, family involvement, and process-oriented assessment. The TCMM therefore offers a strong national basis for developing a shared and continuous approach to SEL, but effective implementation requires developmentally appropriate, context-sensitive, and evidence-informed practices.
