Abstract

This master's thesis analyzes the issue of cyber security, which is of increasing importance for national security and international relations, within the framework of the new strategies developed by Turkey. The main objective of the study is to comprehensively examine the theoretical dimensions of cyber security, its place in international politics, Turkey's historical evolution in the field of cyber security, its institutional structure, and especially the new strategic approaches adopted in recent times (such as proactive defense, indigenous technology development, potential to become a cyber power, human factor, and international cooperation). The research reveals Turkey's cyber threat perceptions, the defense, deterrence, and response mechanisms it has established against these threats, how it positions cyberspace as an element of national power, and its role in cyber diplomacy. The methodology of the thesis is based on a qualitative document analysis of Turkey's official cyber security strategy documents (including the 2013-2014, 2016-2019, 2020-2023, 2024-2028 plans), relevant legal regulations, and academic literature (56 reviewed sources). The findings indicate that Turkey's cyber security approach has gradually evolved from a reactive stance to a more proactive, holistic structure that considers changes in the international system. Particularly, the emphasis on domestic and national technologies, the development of human resources through cyber drills and training, preparations against cyber warfare and hybrid threats, and participation in international collaborations constitute the cornerstones of Turkey's new strategies. The study concludes that cyber security is no longer just a technical field; it has become an integral part of international relations and national power with its strategic, military, diplomatic, and economic dimensions, and Turkey's steps in this field both enhance its national resilience and affect its international position.
