Abstract

This study develops a conceptual framework for preventing, reducing, and reversing land degradation in Türkiye. Based on the implementation of Integrated Land Use Planning (ILUP), the conceptual frameworks of IPBES, the UNCCD’s Land Degradation Neutrality (LDN) approach, and FAO’s Sustainable Land Management (SLM) mainstreaming methodology were integrated. Document analysis was employed as the research method, and national and international literature, policy documents, and reports related to land degradation were systematically reviewed. Considering the data and methodological framework of the Land Degradation Neutrality Decision Support System (LDN-DSS), a multi-level planning model was designed. The main stages of ILUP—goal setting, situation analysis, planning, implementation, and monitoring-evaluation—were integrated with the Google Earth Engine-based LDN-DSS. The findings indicate that the primary factors causing land degradation in Türkiye are climate, water, and soil, which together account for 71.2 percent of the total degradation. This result highlights the necessity of prioritizing prevention- and resilience-oriented policies in combating land degradation. It is considered that the developed model may contribute to sustainable land management policies that align with the Net Zero Land Degradation target, preserve ecosystem services, and generate socio-economic benefits. Moreover, the integration of LDN-DSS with ILUP is foreseen to play a significant role not only in achieving environmental objectives but also in formulating policies aimed at social and economic development.
