Abstract
This study investigates the short- and long-run relationships between public expenditure and inflation in Türkiye over the period 2011Q1–2026Q2 using the ARDL bounds testing approach. The main objective of the analysis is to determine whether the relationship between public expenditure and inflation differs depending on whether expenditures are measured in nominal or real terms and according to the composition of public spending. To this end, four separate ARDL models are estimated, incorporating total nominal and real public expenditures as well as expenditure subcomponents. The findings indicate that neither real total public expenditure nor real expenditure components exhibit a statistically significant long-run relationship with inflation. In contrast, total nominal public expenditure is positively and significantly associated with inflation. However, the relationship observed for aggregate nominal expenditure does not hold across all expenditure categories. In the model that considers the composition of expenditures, only nominal current transfer expenditures are found to be positively and significantly associated with inflation, whereas no significant long-run relationship is identified for personnel expenditures or expenditures on goods and services. The exchange rate is positive and statistically significant in both the short and long run across all models, while the long-run coefficient of the CBRT weighted average funding cost is not statistically significant. Overall, the findings suggest that the relationship between public expenditure and inflation is sensitive to how expenditures are measured, their composition, and the time horizon considered. Therefore, when evaluating the inflationary implications of fiscal policy, it is important to consider real expenditure developments and the composition of public spending alongside nominal expenditure aggregates.
