Abstract
The Emirate of Shirvan illustrates the administrative, political, and social mechanisms through which local power was consolidated in the eastern provinces of the Ottoman Empire. This entity, designated in official sources by various terms, the Emirate of Shirvan, the Sanjak of Shirvan, the Government of Shirvan, and the Mir of Shirvan, offers insight into the practical workings of the yurtluk-ocaklık (hereditary land-grant) and hükümet sancağı (governmental sanjak) systems. Drawing on Ottoman archival documents, waqf records, and particularly Salih bin Han Budak's Târîḫu'l-Ensâb, an analysis of Shirvan's historical evolution reveals that the emirate's relationship with the central authority was characterized not by absolute subservience but by conflict, alliance, protection, and negotiation. The political order in Shirvan and, more broadly, the system of local power in the Ottoman provinces, combined dynastic aristocracy, the support of local sheikhdoms, tribal networks, and the ghulam system with mechanisms of central recognition such as decrees, robes of honor, and appointments. The social fabric exhibited a multilayered hierarchy extending from sheikhs, beyzades, ghulams, and tribal chiefs down to commoners and non-Muslim communities, while the economic order was built around local modes of revenue collection, including taxes, waqf (endowment) revenues, tributes, and spoils of war. In this context, Shirvan emerges as a concrete and characteristic example of a local power structure based on "shared authority" in the eastern provinces of the Ottoman Empire.
