Abstract
This article examines Ottoman postal policy after the empire joined the General Postal Union in 1874 and asks how legal sovereignty was converted into practical control over communications. Participation in the international postal regime established common rules for correspondence, tariffs, transit, and revenue sharing, yet foreign post offices operating under capitulatory privileges remained active in Ottoman territory. The study employs qualitative historical analysis of Ottoman archival records from the Post and Telegraph Administration, the Foreign Ministry, the Council of Ministers, and related offices. These records are read alongside postal regulations and contemporary literature through Michael Mann’s concept of infrastructural power. The findings show that Levantine networks formed a parallel circulation system through consular protection, sealed mailbags, maritime routes, and independent tariffs. They diverted revenue and weakened administrative control over information. Ottoman authorities responded through legal interpretation, reform, diplomatic pressure, and institutional competition, but foreign protection and domestic capacity constraints prevented the abolition of these networks. Accession to the Union modernized the Ottoman postal administration while revealing the distance between recognized sovereignty and its territorial exercise. Postal policy was therefore not merely a technical reform; it was a struggle to centralize infrastructural power and make sovereignty effective in administrative practice.
