Abstract
This study aims to examine the strategic objectives and targets of strategic plans of metropolitan municipalities, which are local government units offering service to a great majority of the population, in terms of sports services. Document screening was used based on the content analysis method for the purposes of the research. 2010-2016 strategic plans of 16 metropolitan municipalities were downloaded from websites of the relevant municipalities for examining the objectives and targets of the said municipalities’ strategic plans in terms of sports services. 327 strategic objectives and 1577 strategic targets from the obtained strategic plans were examined and their distribution was determined in terms of frequency and percentage by being grouped. Bu çalışmanın amacı halka hizmet sunma noktasında nüfusun büyük bir çoğunluğuna hizmet sunan yerel yönetim birimlerinden olan büyükşehir belediyelerinin stratejik planlarının stratejik amaç ve hedeflerinin spor hizmetleri açısından incelemektir. Araştırmanın amacına uygun içerik analizi yöntemine dayalı olarak belge tarama metodu kullanılmıştır. Büyükşehir belediyeleri stratejik planlarının amaç ve hedeflerinin spor hizmetleri açısından incelemek üzere 16 büyükşehir belediyesinin 2010 – 2016 yılları arasını kapsayan stratejik planları digital olarak büyükşehir belediyeleri internet sitelerinden elde edilmiştir. Elde edilen stratejik planların içeriğinde 327 stratejik amaç, 1577 stratejik hedef incelenmiş ve incelenen stratejik amaçlar ve hedefler gruplandırılmış, frekans ve yüzde olarak dağılımlar belirtilmiştir. Sonuç olarak stratejik hedeflerin "ulusal ve uluslararası organizasyon düzenleme", "spor tesisi yapmak" ve "rekreasyon alanları oluşturmak" üzerine yoğunlaştığı, bunun yanında amaçların "spor faaliyetleri kent geneline yaymak", "kentin spor şehri olmasını sağlamak" ve "sağlıklı toplum ve nesiller yetiştirmek" üzerine olduğu görülmüştür.
