Abstract

This article examines Vladimir Hamed-Troyansky’s monograph, Empire of Refugees, which focuses on the migrations from the North Caucasus to the Ottoman Empire in the 19th century. The author positions the refugees arriving in Ottoman lands not as passive objects of modernization, but as foundational actors. He argues that during this process, the Ottomans established a comprehensive "refugee regime" that served as a precursor to the modern refugee system. Within the legal and institutional framework established by the Ottomans, the study provides a deep analysis of the struggles of refugees to build new lives and settlements, as well as social issues such as slavery. By integrating rich archival data with micro-historical sources like letters and petitions, the work moves beyond classical historical narratives and evaluates migration as a dynamic process that reconstructed bureaucracy, agriculture, and demography.
