Abstract

The new public diplomacy, which has become increasingly important with the developments in the field of international relations, can be defined as an international actor’s effort to manage and shape the international environment by interacting with foreign nations. Cultural diplomacy, one of the areas of public diplomacy, covers foreign policy activities that support the cultural exchange between nations to enhance the image of countries, provide a positive agenda for cooperation, build relationships. In the 21st century, one of the most important actors of cultural diplomacy is museums, which serve as platforms and bridges for interaction. With the expanding numbers and types of actors in the diplomatic field and the expansion of the diplomatic environment, the role of museums in this field has gradually increased. Museums have increasingly been recognized as diplomatic actors, and the global activities of museums have begun to be seen as diplomatic activities. Military museums are strategically effective actors in cultural diplomatic relations due to their structure. This study examines the changing concept of diplomacy and the contributions of military museums to shaping the diplomatic environment. The conceptual framework of the study has been presented by examining the concepts of public diplomacy, cultural diplomacy, soft power and museum diplomacy. Focusing on the activities of Beşiktaş Naval Museum as a military museum, this article aims to suggest a course of action for the responsibilities that museums will undertake in the future as important diplomacy tools and to guide them in the diplomatic field.
