Abstract

According to scientists, Istanbul is expected to experience an earthquake with a magnitude range between 7.1 and 7.5. This risk, when considered in the case of Istanbul, emphasizes the necessity of effective earthquake risk management for public institutions, which are at the center of risk management. Risk management strategies that aim to prevent earthquake damage are developed within the scope of different elements and shared through various plans. Therefore, it is considered important to identify the current preparation and planning processes of public institutions in order to prevent and mitigate the destructive effects of the expected Istanbul earthquake and to reveal the deficiencies and improvable aspects of these processes. In this respect, this study focuses on the preparations of public institutions for the Istanbul earthquake and aims to identify the decisions they have taken, the policies they have developed, and their governance strategies and practices regarding earthquake risk. Based on this purpose, structured interviews were conducted with 16 public institutions serving in Istanbul. At the end of the research, findings were obtained on the strategic plans of public institutions for earthquake preparedness, their responsibilities in earthquake preparedness, their cooperation with other public or private institutions, non-governmental organizations, universities, media, and citizens in earthquake preparedness, their institutional preparations, institution-based technical and infrastructure problems that negatively affect earthquake preparedness, the most important factors that negatively affect earthquake preparedness in Istanbul, and the urgent measures to be taken for Istanbul. In line with the findings, it was concluded that there is a need to improve earthquake risk management strategies and practices with proactive models that include governance elements.
