Abstract

Türkiye has adopted nuclear energy as a strategic solution to meet its growing energy demand, initiating large-scale projects such as the Akkuyu Nuclear Power Plant. However, nuclear energy production necessitates high safety standards and a multi-actor approach to disaster management. The aim of this study is to examine the disaster and emergency management system for nuclear power plants in Türkiye at the levels of legislation, planning, institutional structure, and practical implementation. A qualitative research method was employed, involving the analysis of key documents such as the National Radiation Emergency Plan (URAP), the Türkiye Disaster Response Plan (TAMP), the CBRN Duty Regulation, exercise reports, and relevant legal texts. The findings indicate that Türkiye has made significant structural advancements in nuclear disaster management and developed a coordinated response system under the leadership of AFAD. However, there remains room for improvement in areas such as expanding exercises to a national scale, enhancing the capacity of local administrations, and strengthening public awareness strategies. In conclusion, the study emphasizes the need for Türkiye to develop a more integrated, sustainable, and participatory nuclear disaster management system at both national and international levels.
