Abstract

This study examines the circular economy model, which aims to enhance resource efficiency, reduce waste generation, and restructure economic systems in line with sustainable development goals. The primary objective is to conduct a comparative analysis of the evolution of circular economy policies and waste management practices in European Union (EU) member states and Turkey, thereby revealing Turkey’s transformation throughout its alignment process with the EU. The dataset consists of official and comparable statistical records published by Eurostat for the period 2000–2022. Eight key indicators reflecting waste generation and recycling performance were employed in the analysis. Document analysis and descriptive comparative methods were adopted as the methodological framework, and no statistical hypothesis testing was applied. The findings demonstrate that increases in recycling and recovery rates reduce environmental impacts and generate economic and social benefits. The study concludes that circular economy policies represent an essential component of sustainable development and that Turkey has achieved notable progress in aligning its practices with EU standards.
