Abstract
This study examines the transition of Abdurrahman Pasha of Erzurum (d. 1819) -a member of the ulema and the Sayyid sect- from his roles as mufti and qadi to the rank of the ulema, as well as the positions he held until his death. Mufti Abdurrahman Efendi, who was also the author of a collection of fatwas titled “Sefînetü'l-Fetâvâ,” was an ambitious man who, while in his twenties in Erzurum, entered the struggle for political power. Relying on the prestige of the Abdurrahman Efendi family and, in particular, on the influence he derived from his relative, the Sheikh al-Islam Feyzullah Efendi (d. 1703), he attained the rank of vizier and served as a governor until the end of his life. In the introduction to this study, an attempt was made to outline the conditions and pathways for members of the ulema to change social class within the Ottoman system, a framework also utilized by Abdurrahman Efendi. The study then examined his ambitious rise within the political and military competitive environment of Erzurum, noting how he capitalized on the conditions of the time to first become a provincial administrator and then a governor. Although the study is based on biographical accounts, it also illustrates how provincial powers in the Ottoman Empire exploited the central government’s weaknesses and pressured the central administration through their demands and dominance. For this reason, the conclusion of the article briefly discusses the methods employed by the central authority in the 18th century to counter the rise of provincial powers, within the context of the stages Abdurrahman Pasha underwent.
