Abstract

After the collapse of the Soviet Union, Moscow's absolute authority in the Fergana Valley ended and the region began to be administered by newly established countries. Region countries began to apply their own agendas between their own security perceptions and the expectations of their citizens and consequently, the region became a center of resource sharing and border disputes. Most of the time, region countries have perceived regional disputes as a power struggle, fueling the deadlock and extending social conflicts. This study analyzes the water sharing disputes between Kyrgyzstan and Tajikistan, focusing on the Golovnoy water sharing facility in the framework of hydro-hegemony. In this context, firstly the concepts of hydro-hegemony and protracted social conflict concepts that the study is based on will be explained, then the importance of Golovnoy for the region and the legitimacy debates on the facility will be examined, finally the armed conflicts between Kyrgyzstan and Tajikistan in 2021 and 2022 will be analyzed.
