Abstract
While global maritime transport is a key component of world trade, it poses a serious threat to the environment due to biological pollution from ships' ballast water. The invasive species carried by ballast water disrupt marine ecosystems, threaten biodiversity and result in economic losses and public health risks. To address this problem, the Ballast Water Management Convention was adopted in 2004 under the auspices of the International Maritime Organisation (IMO) and entered into force in 2017. The Convention sets the standards that ships must follow for ballast water management and monitors compliance. To ensure effective implementation of the Convention, the IMO has developed technical guidelines and supported the compliance process, particularly in developing countries. This study examines the international regulations on ballast water management established by the IMO, focusing on the effective implementation of the Convention, technical requirements and international cooperation mechanisms. In addition, the GloBallast programme is highlighted as an important initiative to accelerate the compliance process in developing countries. The study also discusses Turkey's legal and institutional arrangements for ballast water management, addressing key challenges at the national level and proposing solutions. The study emphasises the need to strengthen the development and implementation of sustainable maritime policies.
