In this study, the activities carried out by local authorities to protect and support families were examined using the example of the Selçuklu Family Development Centre (SAGEM), which operates under the Konya Selçuklu Municipality. To this end, a qualitative study was conducted. SAGEM commenced operations in 2024 under a cooperation protocol signed between the Konya Selçuklu Municipality and five other institutions. SAGEM provides counselling and guidance services in six different areas. It also organises various training courses and seminars. The population of the study consisted of clients who had received services from SAGEM, which operates in the province of Konya. The sample comprised seven client families selected from this population. According to the findings of the study, the majority of families who approached SAGEM did so to receive services in the field of child and adolescent counselling. Families stated that, under SAGEM’s guidance, they had found solutions to their family problems and had become more aware of how to interact with their children. The research findings are consistent with the fundamental assumptions of the systemic approach to family counselling, which treats the family as a whole. The service satisfaction of families using SAGEM demonstrates that local authorities provide useful services aimed at protecting and supporting families. Families seeking counselling are calling for an increase in the number of centres similar to SAGEM. It is assessed that SAGEM services play a pioneering role in Turkey, particularly within the context of local government.

Bu çalışmada, Konya Selçuklu Belediyesi bünyesinde faaliyet gösteren Selçuklu Aile Gelişim Merkezi (SAGEM) örneği çerçevesinde Belediyelerin ailenin korunması ve desteklenmesi amacıyla yürüttüğü faaliyetler incelenmiştir. Bu amaçla nitel bir araştırma gerçekleştirilmiştir. SAGEM, Konya Selçuklu Belediyesi ve beş kurum ile yapılan işbirliği protokolü çerçevesinde 2024 yılında hizmete başlamıştır. SAGEM, 6 farklı alanda danışmanlık ve rehberlik hizmeti sunmaktadır. Ayrıca çeşitli eğitim ve seminerler düzenlemektedir. Araştırmanın evrenini, Konya ilinde faaliyet gösteren SAGEM’den hizmet almış danışanlar oluşturmuştur. Araştırmanın örneklemi bu evrenden seçilen 7 danışan aileden meydana gelmiştir. Araştırmanın bulgularına göre, SAGEM’e başvuran ailelerin büyük bir kısmı çocuk ve ergen danışmanlığı alanında hizmet almak üzere başvurmuştur. Aileler, SAGEM’in rehberliğinde aile sorunlarına çözüm bulduklarını, çocuklarına nasıl davranmaları gerektiği hakkında bilinçlendiklerini belirtmiştir. Araştırma bulguları, aile danışmanlığının aileyi bir bütün olarak ele alan sistemik yaklaşımın temel varsayımlarıyla örtüşmektedir. SAGEM yararlanıcısı ailelerin hizmet memnuniyeti, Belediyelerin ailenin korunması ve desteklenmesine yönelik faydalı hizmetler sunduğunu göstermektedir. Danışan aileler SAGEM benzeri merkezlerin sayısının artırılmasını talep etmektedir. SAGEM hizmetlerinin yerel yönetimler birimi özelinde Türkiye’de öncü bir rol oynadığı değerlendirilmektedir.
