Abstract

The purpose of this study is to examine social service policies toward women, implemented by metropolitan and provincial municipalities governed by the Republican People’s Party (CHP) within a comprehensive analytical framework. The research was designed as a qualitative study. It employed document analysis to examine municipal activity reports, strategic plans, publications of women’s units, and official service descriptions. A total of 33 documents were analyzed using thematic analysis, with the coding process conducted through Excel software. The analysis identified seven main themes: protective and preventive support services, social support and empowerment, education and capacity building, employment and economic participation, institutional gender equality, participatory governance, and multidimensional social services. The findings indicate that women-oriented social services in CHP-led municipalities are highly visible, prioritized in policy documents, and largely institutionalized. In particular, policies addressing violence against women, women’s counseling centers, local gender equality action plans, and employment-oriented initiatives stand out. However, the study also reveals variations in institutional capacity across municipalities and challenges related to the sustainability of service implementation. Overall, the findings provide policy-relevant insights for strengthening gender-sensitive social service practices at the local government level and contribute to the academic literature on local social policy and gender equality.
