İzmir Ekonomi Üniversitesi Hukuk Fakültesinde Öğretim Üyesi olan Profesör Doktor Barış Bahçeci, eserinde 1908-1920 arasındaki Osmanlı ülkesini hukuki değişimler üzerinden çok yönlü biçimde, yerli ve yabancı arşiv kaynaklarını, literatürü ve anıları kullanarak incelemiştir. Bu makalede de Doktor Bahçeci'nin eseri akademik olarak incelenmeye çalışılmıştır.
