Abstract
In periods of global transition, when the international system shifts from a unipolar structure toward a multipolar or multicentric order, emerging power vacuums create new areas of maneuver for Middle Powers. Although Middle Powers tend to instrumentalize these power vacuums in the international system or regional subsystems through multidimensional foreign policy choices, they face various structural and systemic constraints in this process. This paper examines the pursuit of strategic autonomy by a Middle Power during global transition periods, focusing on the case of Türkiye. It analyzes how and why the instruments used in Turkish foreign policy’s search for autonomy between 2002 and 2017 transformed from liberal values toward realist, security-oriented policies under the influence of the international system and regional dynamics. This transformation is discussed through the cases of Syria, Israel, and Iraq, based on empirical data and across three distinct periods, within the framework of cooperation, competition, and conflict dynamics.
