Abstract

The urbanization process accelerated by the Industrial Revolution has centered on the concept of “smart cities” in the 21st century, with a focus on technology and digitalization. This approach aims to make cities more sustainable, livable, and efficient, while also offering innovative solutions to complex urban problems. Internet of Things (IoT)-based applications such as smart lighting, traffic management, and waste collection play an important role in increasing the efficiency of urban infrastructure and services. However, the focus of these investments and projects on city centers has the potential to deepen social and spatial inequalities between urban areas. High costs and data security concerns also necessitate a critical evaluation. This study examines the impacts of smart city projects in the Bornova district of Izmir using geographic information system (GIS)-sup- ported analyses and field data. The effects of the applications and projects identified in the field studies were determined in parallel with the author's observations and field surveys conducted with the local community. The survey revealed both the positive and negative aspects of smart city projects. The findings show that these applications improve urban quality of life and service efficiency, but also bring with them problems such as spatial inequality, the digital divide, and data privacy. In Bornova specifically, proactive local government approaches mitigate some disadvantages, but existing infrastructural deficiencies and financial constraints prevent the full realization of the potential. To overcome these challenges, inclusive planning, fair investment distribution, and stakeholder collaboration are of critical importance. Ultimately, the smart urbanization process is a dynamic one that requires continuous improvement and adaptation to support urban development while ensuring socio-urban integration.
