Abstract

Numerous green certification systems have been developed in the building sector with the aim of reducing envi- ronmental impacts, improving energy efficiency and water conservation, enhancing quality of life, and providing economic benefits, while also evaluating and documenting these outcomes. Although these systems, which have been in use since the 1990s, were initially developed in accordance with the construction standards of their countries of origin, over time they have spread beyond national borders due to policies addressing climate change. However, the literature frequently emphasizes that significant barriers exist to the implementation of these systems, particularly in developing countries. Various academic studies examine the challenges encountered during the adoption of international certification systems in such contexts. Within this framework, the diffi- culties identified are generally categorized under “economic barriers, cost perceptions, and lack of incentives,” “technical inadequacies, regulatory and data gaps,” and “contextual and climatic mismatches.” To address the challenges associated with the direct application of international systems, the Ministry of Envi- ronment, Urbanization, and Climate Change of Turkey developed a national certification system called YeS-TR. YeS-TR, which establishes sustainability criteria at the national level and is adapted to Turkey’s climatic, cultural, and socio-economic context, is a certification system that addresses environmental, social, and economic criteria within a holistic framework. YeS-INT, on the other hand, was developed as an international green certification system aimed at transferring the institutional and technical expertise acquired through YeS-TR applications in Turkey to the international level. While adopting international standards, YeS-INT also provides a flexible framework to accommodate local regulations in the countries where it is applied. This study examines the applicability of YeS-INT in developing countries by analyzing factors that limit the integration of green building certification systems in such contexts, in a comparative framework alongside LEED and BREEAM. The study aims to assess the role of the YeS-INT model in overcoming the limiting factors identified, based on an analysis of the constraints experienced by globally recognized green building certification systems when adapting to the local conditions of developing countries. Within YeS-INT, measures have been implemented to address these challenges, including the training of sufficient and qualified experts, ensuring the continuity of their competencies, establishing a centralized insti- tutional management and auditing mechanism, and providing flexibility to recognize local standards alongside international ones. In addition, the system includes water management and sustainable site management strategies tailored to arid climates, as well as comprehensive disaster management criteria. In this context, an examination of YeS-INT through its system and technical criteria indicates that it provides a framework that aligns with the needs emerging in developing countries for green certification systems..
