Abstract
Digital transformation in education depends not only on technological infrastructure investments but also on the vision of school leaders who guide this process and teachers' performance. This study aimed to examine school administrators' technology leadership behaviors during the early implementation of the FATIH (Movement of Enhancing Opportunities and Improving Technology) Project conducted by the Turkish Ministry of National Education and to investigate the impact of these behaviors on teachers' performance. The study is significant because it provides a historical reference point reflecting the early stage of contemporary discussions on digital schools and digital leadership. Designed as a correlational survey study, the research was conducted with 387 teachers working in schools located in the city center of Denizli, Türkiye. Data were collected using the five-point Likert-type Technology Leadership Roles Scale. The findings indicated that teachers generally perceived school administrators' technology leadership behaviors at a moderate level. Among the dimensions, Support was perceived at the highest level, whereas Communication and Collaboration was perceived at the lowest level. No significant gender difference was found in overall perceptions; however, female teachers reported higher perceptions in the Communication dimension. Primary school teachers perceived their administrators as more competent than middle school teachers, while perceptions of administrators' Support behaviors increased with professional seniority. Teachers perceived school administrators' technology leadership behaviors as a factor positively influencing their instructional performance, and a positive, moderate, and statistically significant relationship was found between the two variables (r = .54). This finding suggests that technology leadership, regarded as an option at the time the study was conducted, provided an empirical foundation for the evolution of digital leadership into a necessity for teachers' performance during and after the COVID-19 pandemic. Based on these findings, it is recommended that policymakers consider digital leadership competencies in the appointment of school administrators, practitioners establish technology-oriented communication and mentoring networks within schools, and future research further investigate this topic through qualitative studies.
