Abstract

This study comparatively examines the effects of three major economic shocks that shook the world economy between 1850 and 1950, namely the Long Depression of 1873, the disruption caused by the First World War of 1914-1918, and the Great Depression of 1929, on the foreign policy preferences of European states and of the late Ottoman Empire and early Republican Turkey. Conducted through a qualitative, historical method based on secondary literature, the analysis bridges economic history and international relations to discuss the structural impact of these shocks on alliance preferences, trade policies and expansion strategies. The findings reveal that the Ottoman foreign borrowing process after 1854 turned into a loss of economic sovereignty with the Public Debt Administration of 1881; while in the Republican period, the étatist practices implemented after 1929 reinforced the line of independence in foreign policy.

Özet

Bu çalışma, 1850-1950 arasında dünya ekonomisini sarsan üç büyük iktisadi şokun, yani 1873 Uzun Buhranı, 1914-1918 Birinci Dünya Savaşı’nın yarattığı kesinti ve 1929 Büyük Buhranı’nın, Avrupa devletleri ile geç Osmanlı ve erken Cumhuriyet dönemi Türkiye’sinin dış politika tercihleri üzerindeki etkilerini karşılaştırmalı olarak ele almaktadır. İkincil literatüre dayalı nitel, tarihsel yöntemle yürütülen incelemede, iktisat tarihi ile uluslararası ilişkiler arasında köprü kurularak şokların ittifak tercihleri, ticaret politikaları ve genişleme stratejileri üzerindeki yapısal etkisi tartışılmaktadır. Bulgular, Osmanlı Devleti’nin 1854 sonrası dış borçlanmasının 1881 Düyûn-ı Umûmiyye İdaresi ile iktisadi egemenlik kaybına dönüştüğünü; Cumhuriyet döneminde ise 1929 sonrası devletçilik uygulamalarının bağımsızlıkçı dış politika çizgisini güçlendirdiğini açıklamaktadır.
