Abstract
One of the reasons for the global economic downturn in the 1970s was seen as the cumbersome structure of traditional bureaucracy. To overcome this situation, new public management and governance models aimed at increasing the effectiveness of market management were introduced. Through these models, the aim was to reduce the state's share in the economic structure, limit it to regulatory and supervisory functions, give the market a leading role, and deliver public services through cooperation between the private sector and civil society. As a result of the transformation in global market mechanisms, regulatory and supervisory supreme councils were established with the goals of protecting competition, reducing transaction costs, safeguarding consumer rights, and preventing political pressure. The most important feature of these councils is their independence from political power and interest groups. Turkey has also undergone a similar structural transformation process, establishing various supreme councils to regulate and supervise different sectors and markets. However, the independence of these institutions remains a controversial issue due to uncertainties in the traditional bureaucratic system. This research examines the objectives and functions of these supreme councils, the reasons for their establishment, and the debates surrounding their independence.
