Abstract

Human mobility profoundly impacts the demographic and ecological infrastructures of cities, compelling local governments to develop inclusive and sustainable policies. This study aims to examine the integration of migration and landscape policies in the strategic plans of local governments using AI-supported statistical text analysis methods. In the literature, comparative analyses of the official strategic plans of metropolises with different geographical dynamics on the axis of migration and ecology are quite limited. Addressing this gap, the current strategic plans of six cities with diverse migration dynamics (Gaziantep, Istanbul, London, Berlin, New York, and Vienna) were examined using Natural Language Processing (NLP) and the Latent Dirichlet Allocation (LDA) topic modeling algorithm. The findings indicate that Global North cities primarily address migration through the control of urban sprawl, climate adaptation, and normative green infrastructure metrics. In contrast, it was determined that Global South and transitional cities under intense migration pressure (e.g., Gaziantep) strategize migration directly through refugee integration, social cohesion, and the unifying power of green spaces. This research demonstrates the analytical power of AI algorithms in uncovering latent semantic structures within urban planning texts for policymakers and spatial designers, while

Özet

İnsan hareketliliği, kentlerin demografik ve ekolojik altyapılarını derinden etkileyerek yerel yönetimleri kapsayıcı ve sürdürülebilir politikalar üretmeye zorlamaktadır. Bu çalışmanın amacı, yerel yönetimlerin stratejik planlarında göç ve peyzaj politikalarının entegrasyonunu yapay zeka destekli istatistiksel metin analizi yöntemleriyle incelemektir. Literatürde, farklı coğrafi dinamiklere sahip metropollerin resmi stratejik planlarının göç ve ekoloji ekseninde karşılaştırmalı analizi oldukça sınırlıdır. Bu eksiklikten yola çıkılarak, farklı göç dinamiklerine sahip altı kentin (Gaziantep, İstanbul, Londra, Berlin, New York ve Viyana) güncel stratejik planları, Doğal Dil İşleme (NLP) ve Gizli Dirichlet Ayrımı (LDA) konu modelleme algoritması kullanılarak incelenmiştir. Bulgular, Küresel Kuzey kentlerinin göçü daha çok kentsel yayılmanın kontrolü, iklim adaptasyonu ve normatif yeşil altyapı metrikleri üzerinden ele aldığını göstermektedir. Buna karşılık, yoğun göç baskısı altındaki Küresel Güney ve geçiş kentlerinin (örn. Gaziantep), göçü doğrudan mülteci entegrasyonu, sosyal uyum ve yeşil alanların birleştirici gücü üzerinden stratejileştirdiği saptanmıştır. Araştırma, politika yapıcılar ve mekansal tasarımcılar için kentsel planlama metinlerindeki gizli anlamsal yapıları ortaya çıkarmada yapay zeka algoritmalarının analitik gücünü gösterirken; adil, kapsayıcı ve ekolojik kentsel peyzajların tasarlanması için veri odaklı bir politika çerçevesi sunmaktadır.
