Abstract

This study examines the Social and Economic Support (SES) service implemented in Türkiye within the context of national legislation and international human rights instruments, and analytically evaluates its position in relation to social policy and human rights frameworks. The research adopts a document-based analytical approach grounded in document analysis, focusing on the legal and normative foundations of the SES service. In this regard, core international instruments on social and economic rights are comparatively examined alongside the legal texts that shape the SES service in Türkiye. The document analysis suggests that the SES service appears to be largely aligned with international norms in terms of its structure prioritizing the support of children within the family environment and its objectives aimed at safeguarding an adequate standard of living. Nevertheless, the adequacy of the assistance, regional disparities observed in implementation, and the limitations of monitoring and evaluation mechanisms emerge as key areas that reduce the effectiveness of the service as a rights-based social protection instrument. By situating the SES service within a rights-based social policy and social work perspective, the study offers evaluations aimed at the development of more sustainable interventions that are more closely aligned with international obligations.
