Abstract

This study examines the relationship between the size of the public sector and corruption through a comparative descriptive analysis covering 13 countries from different income groups over the period 1995–2024. When the share of public expenditures in GDP is evaluated together with the Corruption Perceptions Index and the Control of Corruption indicators, it is understood that the relationship between these two variables is neither unidirectional nor universally valid for all countries. On the contrary, the findings indicate that the direction and nature of the relationship vary significantly depending on countries’ institutional capacity, governance quality, and income level.
