Abstract

This study aims to conceptually evaluate the reforms in the early years of the Turkish Republic from the perspective of public communication and social sustainability. In the literature on social sustainability, equality and inclusiveness are regarded as fundamental components of long-term social continuity. Public communication, in turn, is understood as a communicative sphere in which individuals gain visibility and participate in public life. Drawing on Habermas’s conceptualization of the public sphere, The study examines the reforms implemented in the early years of the Turkish Republic within the framework of the structural transformation of public communication. Educational reforms, the Civil Code, the recognition of women’s political rights, and cultural regulations are analyzed in terms of their role in restructuring the public communication sphere toward greater equality and inclusiveness. The study does not rely on empirical data; rather, it offers a theoretical assessment based on the literature on social sustainability and public communication. In this respect, the article seeks to contribute to interdisciplinary discussions by interpreting the reforms of the early years of the Turkish Republic not merely as elements of modernization, but also as processes of reconstructing communicative equality.

Çalışma, Habermas’ın kamusal alan kuramsal çerçevesinden hareketle Cumhuriyet’in ilk yıllarında gerçekleştirilen reformları kamusal iletişimin yapısal dönüşümü bağlamında incelemektedir. Eğitim reformları, Medeni Kanun, kadınlara siyasal hakların tanınması ve kültürel düzenlemeler; kamusal iletişim alanının eşitlik ve kapsayıcılık yönünde yeniden yapılandırılması açısından analiz edilmektedir. Çalışma ampirik veri üretimine dayanmamakta, kuramsal bir değerlendirme sunmaktadır. Bu yönüyle makale, genç Türkiye Cumhuriyeti reformlarını modernleşme sürecinin ötesinde, iletişimsel eşitlik bağlamında ele alan disiplinlerarası bir katkı ortaya koymayı hedeflemektedir.
