Abstract

To address the issue of increasing maritime accidents, the right to inspect ships was granted to port states, and regional Memoranda of Understanding (MoUs) were established to enhance inspection effectiveness and coordination. The present study aims to contribute to maritime safety strategies by comparing the characteristics of ships detained under the Paris, Tokyo, and Black Sea MoUs in 2019-2020 with the reasons for their detention. The chi-square test was applied in accordance with the structure of the data to evaluate the relationships between the predetermined variables. The Cramer's V coefficient was utilised within the framework of Symmetric Measurements to ascertain the strength of the relationships obtained. The analyses revealed a moderate significant relationship between the ship's flag and detention reasons within the Paris MoU, and a low significant relationship with ship type. However, no significant relationship was identified between these variables under the Black Sea and Tokyo MoUs. Moreover, despite the absence of a statistical relationship in the model, it was observed that detentions were predominantly concentrated in vessels with low tonnage.
