Abstract

This study examines how ethical governance should be structured in public administration in the age of artificial intelligence (AI) through the relationship between technological rationality and public values. While the literature emphasizes that AI applications increase efficiency and effectiveness in public administration, it also indicates that these processes may create tensions with fundamental public values such as justice, equality, transparency, and accountability. However, studies addressing this tension within a holistic normative framework remain limited. The aim of the study is to identify the principles of ethical governance that balance technological rationality and public values and to propose a normative model accordingly. The research is designed within the framework of qualitative research using a normative-conceptual analysis method. Current national and international literature has been examined, and the relationships between ethical governance, technological rationality, and public values have been analyzed on a theoretical level. Within this context, the “Ethical Artificial Intelligence Governance Model” developed in the study proposes a three-layered structure consisting of technological rationality, an ethical governance filter, and public values. As a result, the study argues that ethical principles should be systematically integrated into administrative processes to ensure the legitimate and sustainable implementation of AI governance.
