Abstract
This study analyzes the impacts of flexible work regimes—which consolidate their dominance in post-Fordist labor markets through spatial, temporal, and contractual forms of flexibility—on working poverty. Addressing how the promise of flexibility leads to the loss of social protections and systematic precaritization, working poverty is conceptualized not merely as a quantitative income deficiency, but as a structural deprivation within the framework of Sen’s capability deprivation and Standing’s denizenization. It is argued that denizenization leads to a structural loss of social rights by restricting access to labor-based social citizenship. Furthermore, drawing on Rosa’s social acceleration theory, it is discussed that flexibility generates deep time poverty. Relying on document analysis and theoretical synthesis, this study's original contribution lies in combining temporal, spatial, and status-based rights losses within a holistic framework. Consequently, the study emphasizes incorporating structural reforms—such as reconstituting social citizenship and basic income guarantees—into anti-poverty strategies.
Özet
Bu çalışma, post-Fordist emek piyasalarında mekânsal, zamansal ve sözleşmesel esnekleşme biçimleriyle hâkimiyetini pekiştiren esnek çalışma rejimlerinin çalışan yoksulluğu üzerindeki çok boyutlu etkilerini analiz etmektedir. Esneklik vaadinin pratikte sosyal korumaların kaybına ve sistematik güvencesizleşmeye yol açtığı sorunsalından hareketle; çalışan yoksulluğu yalnızca nicel bir gelir yetersizliği olarak değil, Sen’in kapasite yoksunluğu ve Standing’in denizenleşme kavramsallaştırması çerçevesinde yapısal bir yoksunluk olarak ele alınmaktadır. Denizenleşmenin, bireyin emek piyasasındaki güvencesiz konumu nedeniyle emekten doğan sosyal vatandaşlık haklarına erişimini engellediği noktada yapısal bir sosyal hak kaybına neden olduğu savunulmaktadır. Bununla birlikte Rosa’nın sosyal ivmelenme teorisi temelinde, esnekliğin derin bir zaman yoksulluğu ürettiği tartışılmaktadır. Doküman analizi ve kuramsal senteze dayanan çalışmanın özgün katkısı, esnekleşmenin yarattığı zamansal, mekânsal ve statüsel hak kayıplarını bütüncül bir çerçevede birleştirmesidir. Sonuç olarak çalışma, çalışan yoksulluğu ve denizenleşme sarmalına karşı, sosyal vatandaşlık haklarının emek ekseninde yeniden tesis edilmesi ve temel gelir güvencesi gibi yapısal reformların yoksullukla mücadele stratejilerine dahil edilmesinin önemini vurgulamaktadır.
