Abstract

This study examines explicit references to children, family, and early life in the official subject descriptions of RTÜK priority-broadcast records dated 1 January 2024–22 June 2026. The source page contained 72 rows under eight legal headings. After excluding 11 pre-period rows, one row without an accepted decision, and one radio-only row, the analysis covered 59 accepted record groups containing at least one television item. The unit of analysis was the official record group. A rule-guided descriptive content analysis distinguished direct textual references from five indirect environmental domains examined separately as a sensitivity set. Seven records (11.9%) met the direct-link criteria, 17 (28.8%) met only the indirect-link criteria, and 35 (59.3%) met neither. The direct records concerned family or foster care (n = 3), digital child protection (n = 2), and birth or early life (n = 2). Adding the indirect set made safety-related categories numerically dominant, showing that category distributions are sensitive to inclusion rules. The findings apply only to official metadata and do not support conclusions about audiovisual representation, agency, participation, play, or emotional tone.
