Abstract
Makalenin The purpose of this study is to theoretically examine the concept of waste in education and to draw a general framework regarding the types and causes of waste that emerge within the education system. In this context, waste in education encompasses various phenomena such as individuals' inability to access or remain within the education system, the ineffective and inefficient use of resources allocated to education, the failure to appropriately guide students according to their interests and abilities, grade repetition, the inability of individuals who complete the education process to find employment in line with their qualifications, and brain drain. In line with the approaches found in the literature, types of waste in education can be classified under four main labels. The first is economic and resource-based waste, which arises from the insufficient use of financial and physical resources allocated to the education system. The second type is student-driven waste, related to students' participation, continuity, and disengagement from learning processes. The third type is human capital waste, which results from the inability to transfer the knowledge, skills, and competencies the individuals gain through education into economic and social life. The fourth type is structural and planning-based waste, stemming from education policies, planning processes, and the structural characteristics of the system. Among the main causes of waste are lack of planning, ineffective management of resources, the mismatch between individuals' educational choices and labour market needs, problems originating from schools and the education system, and social and cultural factors. The phenomenon of waste in education should be addressed holistically rather than being reduced to a single cause; by systematically analysing its causes, policies should be developed toward the more effective, efficient, and equitable use of educational resources.
