Abstract
Primary healthcare services (PHS), which gained importance worldwide with the publication of the Alma-Ata Declaration in 1978, has been a developing in Türkiye since the proclamation of the republic, thanks to Refik Saydam and Behçet Uz in 1946. This approach has resulted in significant improvements in health indicators. As global health policies evolved over time, reforms in the healthcare system were planned in the 2000s. These reforms were implemented in 2003 as the Health Transformation Program (HTP). Strengthening primary care was one of the main objectives of the HTP. Strengthened PHS are of vital importance in protecting and improving public health. In these services, which are provided by a professional team, nurses play a critical role and make unique contributions to the quality and effectiveness of the process. Evaluating nurse employment (NE) in relation to certain health and population parameters can reveal how PHS have been affected by changing health policies from the past to the present. The aim of review is to examine the changes in NE in institutions providing PHS in Türkiye between 2003-2023, according to health and population parameters. It was observed that after the HTP, NE was largely planned for the second and third levels. It was determined that the population growth rate was not parallel to the number of primary care units and the number of nurses working in primary care. It is recommended to increase NE in the first level and invest in the provision of PHS rather than curative services, to add family health nursing to the field of nursing specialization through legal regulation, and to improve working conditions for nurses experiencing burnout.
