Abstract

Globally, climate policies, border carbon adjustments, and sustainable finance instruments highlight the need for transformation in the production structure of energy-intensive sectors. In particular, the Border Carbon Adjustment Mechanism (BCAM) implemented by the European Union creates environmental adaptation pressure in carbon-intensive sectors such as iron and steel, reshaping investment decisions, technology preferences, and regional industry. This study examines the effects of the new generation industrial policies recently implemented in Turkey on the Karabük iron and steel ecosystem. A qualitative method was preferred in the research, and the DPSIR model was used as the basic analytical framework. In addition, the lock-in dynamics that emerged in Karabük's historical industrial structure were examined within the framework of the path dependency approach, and the transformation capacity of the region was evaluated. Within the scope of the study, development plan, industrial and green transformation strategy documents, investment incentive system regulations, sector reports, and KARDEMİR activity reports were examined using document analysis method. The findings reveal that BCAM and new generation industrial policies, along with environmental adaptation processes, have created a wide area of transformation in Karabük, ranging from production structure to logistics organization, from digital infrastructure to investment orientations. Particularly in rail and wheel production, value-added steel products, energy efficiency investments, and logistics projects, the region indicates a shift towards a more technology-intensive and low-carbon production structure while preserving its existing industrial core. Consequently, the study emphasizes that in carbon-intensive industrial zones, transformation is shaped by environmental regulations, industrial policies, strategic incentive policies, logistics infrastructure, and regional development activities.

Bunun yanında Karabük’ün tarihsel sanayi yapısında ortaya çıkan kilitlenme dinamikleri (lock-in) yol bağımlılığı (path dependency) yaklaşımı çerçevesinde ele alınmış ve bölgenin dönüşüm kapasitesi değerlendirilmiştir. Çalışma kapsamında kalkınma planı, sanayi ve yeşil dönüşüm strateji belgeleri, yatırım teşvik sistemi düzenlemeleri, sektör raporları ve KARDEMİR faaliyet raporları doküman analizi yöntemiyle incelenmiştir. Elde edilen bulgular, SKDM ve yeni nesil sanayi politikalarının Karabük’te çevresel uyum süreçleri ile birlikte üretim yapısından lojistik organizasyona, dijital altyapıdan yatırım yönelimlerine kadar geniş bir dönüşüm alanı oluşturduğunu ortaya koymaktadır. Özellikle ray ve teker üretimi, katma değerli çelik ürünleri, enerji verimliliği yatırımları ve lojistik projeleri, bölgenin mevcut sanayi çekirdeğini koruyarak daha teknoloji yoğun ve düşük karbonlu üretim yapısına yöneldiğine işaret etmektedir. Sonuç olarak çalışma, karbon yoğun sanayi bölgelerinde dönüşümün çevresel düzenlemelerle birlikte sanayi politikaları, stratejik teşvik sistemleri, lojistik altyapı ve bölgesel kalkınma faaliyetlerinin bu süreci şekillendirdiğini vurgulamaktadır.
