Abstract
This study examines the process of state formation and the policies of strategic expansion pursued by the Ottoman principality during the reign of Osman Bey within the political, military, and social conditions of the late thirteenth and early fourteenth centuries. It argues that the weakening of central authority in the Anatolian Seljuk state, the political vacuum along the Byzantine frontier, and the dynamic social structure of the frontier zone created favorable conditions for the rise of the Ottoman principality. The political organization that emerged under Osman Bey is assessed not as a fully institutionalized state structure, but as an early phase of state formation in which political authority was consolidated, administrative practices began to take shape, and regional control was gradually transformed into a more durable form of rule. From the perspective of strategic expansion, the conquest of centers such as Karacahisar, Bilecik, and Yarhisar, together with the Battle of Koyunhisar in 1302, indicates that Ottoman military activities developed within a broader political and geopolitical framework rather than consisting merely of isolated conquests. The study also comparatively evaluates the principal historiographical approaches to the Ottoman foundation, including the gaza paradigm, historical continuity, the frontier society approach, and multidimensional interpretations of state formation. It concludes that the emergence of the Ottoman principality cannot be adequately explained by a single factor or theoretical model. The reign of Osman Bey is therefore interpreted as a formative phase in which the classical Ottoman state institutions had not yet fully developed, but the fundamental dynamics of political authority, administrative organization, and strategic expansion that would shape the subsequent Ottoman state had begun to emerge.
