Abstract

This study examines the local-to-national structure of the planning process for disaster risk reduction in Türkiye, utilizing the Provincial Disaster Risk Reduction Plans (İRAP) and the Turkish Disaster Risk Reduction Plan (TARAP). The İRAP process, launched in Türkiye in 2021, and the TARAP, which entered into force in 2022, are analyzed through document analysis and comparative analysis. İRAPs are participatory plans that identify disaster hazards, vulnerabilities, and institutional capacity at the provincial level. At the same time, TARAP is an inductive model that transforms these local outputs into national targets and action sets. The study examines the structural consistency between the distribution of tasks, action sets, monitoring indicators, and the İRAP and TARAP documents related to natural and technological disasters. The framework's alignment with the Sendai Framework for Disaster Risk Reduction and the Sustainable Development Goals is also discussed. The findings demonstrate that the İRAP-TARAP framework provides a comprehensive and applicable risk reduction framework nationwide, and that the risk and priority information generated in local plans can be reflected mainly in national documents. In conclusion, the study demonstrates that the inductively constructed İRAP-TARAP framework offers a robust planning strategy for reducing natural and technological disaster risks in Türkiye. However, to increase the impact of this strategy on the ground, technical capacity, data integrity, and action-based monitoring processes need to be strengthened.
