Abstract
Mina has long been one of the locations where problems of overcrowding, cleanliness, and order have been most acutely experienced, owing to the rapid build-up of large crowds and the influx of sacrificial animals during the pilgrimage season. In the nineteenth century, the increase in the number of pilgrims, the recurrent cholera epidemics, and the intensification of international pressure for supervision and intervention in the Hijaz transformed the slaughter of sacrificial animals in Mina from a largely spontaneous practice into a field requiring close management. Within this framework, administrative control, infrastructural arrangements, and systematic sanitary measures were envisaged for the procurement of sacrificial animals, their proper slaughter in accordance with prescribed procedure, and the disposal of blood and offal after slaughter. Core principles included maintaining the order of the tent encampment, preventing animals from being driven between the tents, cordoning off slaughter areas by military units, and burying waste in specially dug pits to reduce the risk of disease. The proposals of Dr. Kasım İzzeddin regarding the establishment of slaughterhouses and the excavation of pits, together with the evaluations of Dr. Mehmed Shakir, embodied the determination to establish a more orderly and controllable operational regime in Mina. The measures taken were not limited solely to health concerns; they also aimed to prevent waste. The proposal by former Hejaz Governor Hâzım Bey regarding cold storage facilities for the preservation of sacrificial meat, the possibility of dispatching meat to other regions after processing it as kavurma (braised meat) or canned food, and the utilization of sacrificial hides for the benefit of charitable and military societies demonstrate that the dimensions of hygiene, economy, and social welfare were addressed in conjunction. Drawing upon Ottoman archival documents and reports by sanitary physicians in the Hejaz, this study aims to reveal the rationale behind these measures and examine how they were implemented in practice.
Hicaz eski Valisi Hâzım Bey’in gündeme getirdiği soğuk hava mahzenleri aracılığıyla kurban etlerinin korunup değerlendirilmesi israfı azaltmayı hedeflemiştir.
