Abstract

The rapid global proliferation of electric vehicle (EV) usage has made the development of a "shared-residential charging" infrastructure an imperative necessity, particularly for apartment and housing estate residents who lack private parking or individual charging stations. Today, charging station installation investments in residential complexes by companies operating with a charging network operator license require accurate resource allocation and strategic planning to effectively meet the growing demand. The objective of this study is to design a practical, web based Decision Support System (DSS) to establish a rational foundation for the investment decisions of charging network operators at the housing estate/apartment scale, minimize financial risks, and relatively rank the most optimal residential alternatives. The model base of the developed DSS is founded on Multi-Criteria Decision-Making (MCDM) approaches. The seven fundamental investment criteria defined within the scope of the model were identified by consulting the opinions of experts working in licensed firms operating within the sector. The Analytic Hierarchy Process (AHP) method was utilized to calculate the relative importance weights of these criteria. Furthermore, the Multi-Objective Optimization Method by Ratio Analysis (MOORA) was applied to evaluate the housing estate/apartment alternatives applying for station installation and to obtain the final ranking. The web-based integrated AHP-MOORA model renders complex mathematical algorithms easily accessible to company experts as end users. Consequently, the developed decision support system is expected to offer a transparent and analytical guide for charging network operators, directing their limited budgets toward residential areas that yield the highest return on investment and optimally satisfy the charging demand.
