Abstract

Background and Aims The concept of human security, introduced by the United Nations Development Programme (UNDP) in 1994, shifted the security paradigm from a state-centered perspective to a human-centered approach. Water security, one of the seven elements of environmental security, has become a fundamental component of contemporary security due to its critical impact on food security, public health, and the depletion of water resources. This study aims to examine the concept of water security in light of international literature and organization reports, evaluate its social, economic, and environmental dimensions, and analyze Turkey's current legislation by benchmarking it against international principles. Methods Publications from international organizations such as UNDP, UNEP, UN-Water, and WWF were examined using document analysis methods to elucidate the multidisciplinary nature of water security. Additionally, Turkey's legal regulations and practices were evaluated through qualitative analysis. Results The findings indicate that water security is intrinsically linked to numerous factors, including climate change, population growth, energy, and food production. Furthermore, it is observed that inequalities in access to water can trigger political and social instability. International reports define water security as a critical concept not only for environmental sustainability but also for social justice and public health. Conclusion The study concludes that water security is of multidimensional and strategic importance. It emphasizes that ensuring fair, safe, and sustainable access to water is a fundamental requirement not only for environmental protection but also for societal development.
