Abstract

This study aims to reexamine the concept of urban citizenship through the lens of migrants’ access to social rights. As a space where diverse social groups coexist and form relationships, the city produces distinct differences in the distribution and exercise of rights. In this context, citizenship is not merely a legal status; it is a social process shaped by relationships of access to rights, participation, and belonging within the city. This study examines the position of migrants in the city through their access to education, health, and housing services, institutional processes, economic conditions, and spatial settlement patterns. Living in the city does not, in most cases, equate to equal and uninterrupted access to rights for migrants. Structural integration challenges in education, limitations in accessing healthcare services, and precarious housing conditions constitute the core manifestations of this disparity. These experiences highlight the gap between the promise of equality inherent in citizenship and the practices encountered in daily life. This study discusses the boundaries of urban citizenship through the lens of the migrant experience and focuses on the conditions under which rights can be exercised. Consequently, an inclusive approach to urban citizenship must encompass not only the definition of rights but also the institutional, economic, and spatial arrangements that make the actual exercise of these rights possible. Within this framework, the study contributes to rethinking discussions of equality in the city through the lens of access relations.
