Abstract

In addition to their educational purposes, universities are critical facilities that have the potential to become the main actors in supporting disaster management processes in the world. In Türkiye, the vast majority of higher education institutions are public universities equipped with significant volunteer power, technical equipment, and academic expertise. Given these resources and their strong performance in past disasters, these institutions have the potential to make substantial contributions to all phases of disaster management. However, there is a significant gap between the actual capacity of universities in disaster management and their roles as defined in the legislation. The aim of the current study is to identify the contributions that higher education institutions can provide in disaster management processes and to develop a policy proposal for the establishment of university-disaster management partnerships specifically for disaster management. Our study was conducted as a three-round Delphi study using a panel of national experts with knowledge in the field of disaster managementuniversity partnerships. Purposive sampling method was used in the selection of panel members and 16 panelists were included in the study. In the analysis of the study data, mean (M), standard deviation (SD), interquartile range (IQR) and percentage values were calculated for each item using SPSS 29.0 package program. The consensus of the experts was evaluated with inter-rater agreement (IRA) analysis. During the three-round Delphi process, the initial pool of 243 items was iteratively narrowed down to 128, 94, and finally 91 items through expert panel evaluations. As a result of the study, experts reached a consensus on 73 recommendations ranging from very strong to moderate regarding the roles universities can undertake and the points they can contribute to in disaster management processes. The most important result of the study is that it proposes a multi-axis (policy contributions, technical contributions, physical contributions, human resource contributions, educational contributions) and application-oriented contribution typology for the first time for the integration of universities into the disaster management system. The study categorizes the consensus zones of the experts and prepares 10 policy recommendations that will provide guidance for decision-makers. The study results reveal that universities can contribute to the field of disaster management not only with academic knowledge production but also with policy and application-oriented governance strategies.
