Abstract

This study analyzes the institutional and technological transformation of the GöçNet system in Turkey's migration policies during the 2019–2024 period within the framework of Didier Bigo's panopticon approach. The analysis, conducted using data from the Turkish Migration Administration's activity reports, reveals that GöçNet, initially an administrative tool for recording the biometric data of Syrian refugees, has evolved into a large-scale profiling, digital surveillance, and exclusion mechanism that also covers Palestinian and Ukrainian migrants. In this context, the study examines the system's capacity for classification based on ethnic origin, nationality, and legal status; its expanding surveillance infrastructure through integration with biometric databases, mobile technologies, and border management; and its institutionalized exclusionary practices through address checks, neighborhood restrictions, and deportation processes. Security-based surveillance practices, which gained momentum with operations launched in Istanbul in 2019, have intensified significantly, with over 140,000 deportations as of 2024. The findings show that GöçNet has become a central tool supporting securitization discourses that frame migrants as potential threats and national security policies. However, the study critically assesses how this security-focused paradigm has resulted in privacy violations, human rights debates, and weakened social cohesion.

Özet

Bu çalışma, Türkiye’nin göç politikalarında GöçNet sisteminin 2019–2024 dönemindeki kurumsal ve teknolojik dönüşümünü, Didier Bigo’nun banoptikon yaklaşımı çerçevesinde analiz etmektedir. Türkiye Göç İdaresi’nin faaliyet raporlarından elde edilen veriler ışığında yürütülen analiz, GöçNet’in başlangıçta Suriyeli mültecilerin biyometrik verilerinin kayıt altına alınmasına yönelik bir idari araç iken, zamanla Filistinli ve Ukraynalı göçmenleri de kapsayan geniş ölçekli bir profilleme, dijital gözetim ve dışlama mekanizmasına dönüştüğünü ortaya koymaktadır. Bu bağlamda çalışma, sistemin etnik köken, uyruk ve hukuki statü temelli sınıflandırma kapasitesini, biyometrik veri tabanları, mobil teknolojiler ve sınır yönetimiyle entegrasyon aracılığıyla genişleyen gözetim altyapısını, adres denetimleri, mahalle kısıtlamaları ve sınır dışı süreçleri yoluyla kurumsallaşan dışlayıcı uygulamaları incelemektedir. Özellikle 2019 yılında İstanbul’da başlatılan operasyonlarla hız kazanan güvenlik temelli gözetim pratiklerinin, 2024 yılı itibarıyla 140.000’i aşan sınır dışı işlemiyle belirgin biçimde yoğunlaştığı görülmektedir.
