Abstract

The digital age, while significantly facilitating access to information, also paves the way for the rapid spread of disinformation on a global scale. This study aims to develop a holistic model for addressing the phenomenon of digital disinformation within the framework of technological tools, dissemination mechanisms, and combat strategies. The research is designed using a relational survey model within a qualitative methodology approach and conducted through a systematic literature review. The study is a secondary case study based on literature. Five case examples were examined: the COVID-19 pandemic, the 2016 US presidential election, the Brexit referendum, the Ukraine-Russia war, and examples of disinformation in the context of Turkey. The selection of cases was based on the intensive use of digital platforms and visibility in literature. The analysis process investigated the roles of social media algorithms, AI-powered content creation tools, botnets, and deepfake technologies in the production and dissemination of disinformation. The findings indicate that the algorithmic structures of digital platforms and generative AI technologies increase the speed and scope of disinformation dissemination. In contrast, the study has shown that digital literacy, verification mechanisms, legal regulations, and international cooperation processes need to be addressed together. Consequently, the study reveals that combating digital disinformation cannot be limited to technical measures alone. This fight requires the adoption of a multi-actor and sustainable model based on the shared responsibility of individuals, states, and digital platforms.
