Under these circumstances Ottoman Empire considered German Alliance as a solution to avoid the ambitions and oppressing policies of England, France and Russia. On the other hand Germany had her plans to have an impact on Ottoman Empire and utilizing the call as the third ally gained the admiration of the people of Ottoman. In this period Iran was the other country searching for a third power against the collaboration of England and Russia. Under the oppression of this collaboration Iran regarded German friendship as a solution as well. As Germany had the similar exploiting policies to expand from Ottoman Empire to Iran, she tried to create the German effect on Iranian society. In this context Iranian government and people approved such an ally to save their country from English and Russian influence. 19. yüzyıl, Avrupalı Emperyalist devletlerin tüm dünyada olduğu gibi Ortadoğu’da da tekel kurmak istedikleri bir dönemdir. Bu yüzden Osmanlı Devleti ve İran’ın üzerlerine yoğun biçimde yüklendikleri bir yüzyıl olmuştur. Özellikle dünya liderliğini oluşturmaya çalışan İngiltere ve ona 19. yüzyılda rakip olarak ortaya çıkan Almanya ile arasındaki rekabetin ağırlıklı sahası Orta Doğu olmuştur. Osmanlı yönetiminin bu durumda gördüğü çıkış yolu, kendisini sıkıştıran İngiltere ve Fransa ile Rusya’nın emellerinden olası Alman ittifakı sayesinde kurtulma ümididir. Bu sırada Osmanlı üzerinde nüfuz hesapları olan Almanya, üçüncü güç olarak davet edilme planları ile Osmanlı ülkesinde bir hayranlık oluşturmayı başarmıştır. Bu dönemde İran’ın da İngiltere ve Rusya ortaklığı yüzünden bir üçüncü güç arayışı söz konusudur. İngiltere ve Rusya baskısı altındaki İran devleti, bir çare olarak Almanya’nın dostluğunu görmektedir. Almanya, Osmanlı Devleti üzerindeki projelerini İran’a kadar genişletmeyi düşündüğünden, bu ülkede de bir Alman etkisi oluşturmaya gayret etmiştir. Ülkelerini İngiliz ve Rus nüfuzundan kurtarmak isteyen İranlı yöneticiler ve İran kamuoyu böyle bir müttefikliğe sıcak bakmışlardır.
