Abstract
Single-party years in Turkey were a period during which the central committee of the CHP closely monitored both society and local organizations through reports from Ankara. The provincial congresses held during this period, as well as the selection of provincial and district representatives, were reflected in the reports to which the CHP Headquarters attached great importance. Due to the upcoming multi-party general elections, the CHP placed emphasis on internal party elections, and this was reflected in the 1949 provincial congresses. Throughout the country, the CHP emphasized conducting party congresses in all provinces in accordance with the regulations. The meetings of the Muş Provincial Administrative Board became congresses where internal party elections conflicted with the decisions of the regional inspectors, according to the regulations. This paper presents information about the Muş provincial congress based on the 1949 report prepared by Cemal Karamuğla, who serves as the Inspector of the CHP Muş Region. The attitudes and reports of the inspectors regarding the 1949 Muş Provincial Administrative Board elections resulted in a conflict between the free participation of the people in the elections and the intervention in them. In this study, the meeting of the CHP Muş Provincial Administrative Board and the Varto District Administrative Board, held on November 22, 1949, will be examined within the framework of the regulations recorded in the meeting minutes to analyze the free elections of the people.

Türkiye’de CHP’nin iktidarda olduğu yıllar parti merkez kurulunun, hem toplumu hem de taşra teşkilatlarını raporlar ile Ankara’dan sıkı takip ettiği bir dönemdir. Bu dönemde yapılan il kongreleri, il ve ilçe temsilcilerinin seçilmesi CHP Genel Merkezinin raporlarında, üzerinde önemle durduğu bir konu olarak görülmüştür. Yaklaşan 1950 genel seçimleri nedeniyle CHP parti içi seçimlere önem vermiş ve bu durum 1949 yılı il kongrelerine de yansımıştır. Ülke genelinde CHP, parti kongrelerini tüm illerde tüzük esasına uygun olarak yapmayı vurgulamıştır. Muş İl İdare Kurulu toplantıları, parti içi seçimlerin tüzük esası ile bölge müfettişi kararlarının çatıştığı kongre toplantıları olmuştur. Bu çalışmada CHP Muş Bölgesi Müfettişi olarak görev yapan Cemal Karamuğla tarafından hazırlanan 1949 yılı raporu ışığında Muş il kongresine dair bilgiler sunulmaktadır. Müfettişlerin 1949 yılı Muş İl İdare Kurulu seçimlerine yönelik tutum ve raporları, halkın seçimlere serbest katılımı ile buna müdahalenin çatışması şeklinde sonuçlanmıştır. Bu bağlamda çalışmada amaçlanan, 22 Kasım 1949 tarihinde yapılan, CHP Muş İl İdare Kurulu toplantı tutanakları ile Varto İlçe İdare Kurulu toplantı tutanaklarına geçmiş bulunan tüzük kuralları çerçevesinde halkın serbest seçimleri incelenecektir.
