Abstract
This study examines the historical development of the prison institution and the formation of modern concepts of punishment and execution in the Ottoman Empire, using the example of İnebolu Prison. First, the etymological and conceptual framework of the prison concept is discussed, followed by an evaluation of the modern prison system and the transformation in the understanding of punishment that emerged in Europe from the 16th century onwards. The replacement of corporal punishment with penalties restricting freedom is associated with the prison evolving from a space solely for punishment into an institutional structure aimed at rehabilitating criminals and reintegrating them into society. In the Ottoman Empire before the Tanzimat, prisons were places where detainees and convicts were held together, usually located in government buildings and castle dungeons. After the Tanzimat, reforms in criminal legislation aimed to establish modern prisons. Criminal laws and prison regulations issued from the mid-19th century onwards supported this process, but political instability, economic problems, and wars limited the implementation of reforms. This study analyzes the physical structure of the İnebolu Prison, its transformation from a secondary school to a prison, repair attempts, institutional functioning, escape incidents, and the numerical distribution and types of crimes of prisoners and detainees, revealing the structural and administrative problems encountered by provincial prisons in the modernization process.
