Abstract

A country's level of deprivation of health services is one of the critical parameters that show the level of development in that country's health services. Therefore, the findings obtained by comparing indicators of deprivation of health services are of critical importance. In this respect, in the study, the deprivation indicators of healthcare services in Turkey are compared and examined with selected OECD countries. The aim is to reveal Turkey's difficulties in accessing health services and its potential for progress by comparing it with other countries. In the study, (i) out-of-pocket health expenses, (ii) inability to access services due to health expenses, (iii) number of hospitals, (iv) number of doctors and (v) number of beds are used as indicators. Using the TOPSIS method, countries' levels of deprivation of health services are compared. According to the study results, there are differences in indicators of lack of health services among OECD countries. Although there are changes in the number of doctors and beds, the United Kingdom is found to be the best country in the ranking. Additionally, it is observed that the positions of Turkey and Mexico in the rankings have developed negatively. Considering the differences in the financing methods countries use and the decrease in deprivation indicators, policymakers must increase the current awareness.
